Quality assurance, risk-based thinking, process approach, data-driven management, and change management, along with innovation and entrepreneurship, are capacities that are gaining importance in a rapidly changing world.<\/p>\n<p>The HEInnovate Self-Assessment Framework was created in collaboration between the European Commission and the Organisation for Economic Co-Operation and Development (OECD) to help higher education institutions develop their innovation and entrepreneurship capacities.<sup>1<\/sup>. This tool enables the university to evaluate itself in eight dimensions:<\/p>\n<ol>\n<li>Leadership and Governance<\/li>\n<li>Institutional Capacity<\/li>\n<li>Entrepreneurial Teaching and Learning<\/li>\n<li>Preparing and Supporting Entrepreneurs<\/li>\n<li>Digital Transformation and Digital Competence<\/li>\n<li>Entrepreneurship Ecosystems and Networks<\/li>\n<li>The Effects of the Entrepreneurial Institution<\/li>\n<li>Internationalized Institution<\/li>\n<\/ol>\n<p>Universities prefer to proceed by establishing an office for such capacities. As I emphasized in my book, &quot;Risk, Quality, and Process-Based Management Model in Higher Education Institutions,&quot; simply establishing an office and holding a few people responsible is not beneficial.<sup>2<\/sup>. A responsible person or persons may be appointed to ensure coordination, but strategies and policies must be developed and integrated into all core processes.<\/p>\n<p>Like other maturity or readiness assessment tools, this tool provides a holistic evaluation of the university and<\/p>\n<ul>\n<li>It highlights the company&#039;s strengths and areas for improvement on its path to becoming an innovative and entrepreneurial organization.<\/li>\n<li>It provides a common language for strategic planning and organizational transformation.<\/li>\n<li>Different stakeholders within the university can think within the same framework.<\/li>\n<\/ul>\n<p>In this way, a holistic view of the entire university can be taken, allowing for systematic and continuous improvements.<\/p>\n<p>First, it is useful to highlight the important facts about innovation and entrepreneurship that we all need to learn.<\/p>\n<p>Innovation is a tool that enhances academic impact, and with improved innovation capacity, the university;<\/p>\n<ul>\n<li>It enables the evaluation of the social and economic impact of research findings.<\/li>\n<li>It develops entrepreneurial skills of graduates.<\/li>\n<li>It educates its students to become individuals who can cope with uncertainty, create value, and take responsibility.<\/li>\n<li>It provides a detailed evaluation of the tangible results of university-industry-government collaborations.<\/li>\n<li>\u201cJust as the question &quot;How many articles were published?&quot; is answered, so is the question &quot;Whose life did this information change?&quot;.<\/li>\n<\/ul>\n<p>It is also worthwhile to evaluate the misconceptions about entrepreneurship. Entrepreneurship is not simply about starting a company. A researcher designing a new clinical process; a student developing a digital solution to a social problem; a faculty developing a new interdisciplinary program \u2013 these are all forms of entrepreneurship. A university with high entrepreneurial capacity measures not only the number of patents but also their impact value in the context of technology transfer. Academics, students, and administrative staff should all be involved in the entrepreneurial process.<\/p>\n<p>A well-designed approach to innovation and entrepreneurship does not weaken academic quality; it makes it visible and effective. Innovation and entrepreneurship are not a fad concept, a project title, or the responsibility of an office.
